Marijuana uses & local Licensing
Recreational Marijuana Retail Sales and delivery
The total number of marijuana retail licenses in Webster is limited to three (3) as follows:
- Two (2) licenses based upon 20% of retail off-premise alcoholic beverage licenses issued under G.L. c. 183. (Article 11, Special Town Meeting, 1/13/20.)
- As of 11/24/21, one retail license has already been granted to The Vault. One retail license is available.
- Delivery uses, such as courier and operator, are defined in accordance with current Cannabis Control Commission regulations.
- One (1) license restricted to only allow for delivery and that no in-person retail sales would be allowed pertaining to the third license. (Article 6, Annual Town Meeting, October 19, 2020)
- As of 11/24/21 the one delivery license is available.
- All other local requirements apply such as negotiating a Host Community Agreement with the Board of Selectmen, obtaining a Special Permit / Site Plan Approval from the Planning Board, obtaining a Marijuana Operating Permit from the Board of Health and other permits as necessary.
Other Marijuana Uses Identified in the Zoning By-Law
- Allowed Uses as outlined in the Zoning By-law (see above).
- Uses are allowed by right only in Industrial (I) zoning districts with a Special Permit.
- No limit on the number of allowed uses.
- No separate local license required for allowed uses.
- All other local requirements apply such as negotiating a Host Community Agreement with the Board of Selectmen, obtaining a Special Permit / Site Plan Approval from the Planning Board, obtaining a Marijuana Operating Permit from the Board of Health and other permits as necessary.
