Dear Webster Citizens – It has been brought to the Town’s attention that various Facebook posts are claiming the Town did not follow its Bylaws with regard to the recent Town Meeting that approved the BHS Debt Exclusion borrowing by a 72% to 28% margin.
After the conclusion of the Selectmen’s Meeting that preceded the Special Town Meeting (STM), Former Town Moderator Thomas Ralph handed Town Counsel a piece of paper that had Chapter 253-14 “Action on articles” printed on it from the Town Bylaws ECode system.
Prior to the STM, Town Counsel reviewed the Bylaw and the relevant actions of the Board of Selectmen. Town Counsel met with Town Administrator LaFond and Board of Selectmen Chairman Becker to discuss the Bylaw and the relevant actions taken by the Selectmen. Town Counsel determined the Town followed the Bylaw and allowed the STM to proceed.
Additionally, out of an abundance of caution, Town Counsel has recommended to take a formal vote prior to the Ballot vote on Tuesday stating its previous BHS renovation votes “to be of an emergency nature”. This vote will be considered at Monday’s Selectmen’s meeting.
